Housing Bank for Trade and Finance decided to build its new Headquarters on prime site of around 12,720 sqm in the Shmesani area of Amman. The design of this project aimed at establishing a new business culture and creating an image that speaks the bank’s values.

The building has a total area of 78,737 sqm of which nearly 40,753 sqm is above grade. The structure consists of seven floors above ground, one floor sub-ground for Bank's services and three parking basement floors. The super structure was mainly built with structural steel, while the sub-structure portion was constructed using reinforced concrete.

Works for the Project were distributed over three packages:

  1. Enabling Works                                           
  2. Main Works
  3. Furniture, Fixtures & Equipment 


Projacs was appointed as the Employer’s Representative and Project Manager to manage the design, tendering, construction and FF&E works for the Project. The main responsibility was managing the Project design and execution in general as well as managing the contracts between the Employer and the contractors, and between the Employer and the Engineer.

Projacs duties during construction included the following tasks:

  • establish the project management plan including communication and responsibility matrix and administer procedures and project control system
  • establish document procedures and filing system for cost, time and coordination related issues
  • review and approve subcontractors, suppliers, manufacturers, mockups, samples and material alternatives in collaboration with the supervision engineer
  • review the construction time schedule and monitor progress
  • review and evaluate contractor’s claims for time extension and make recommendations to the Employer
  • establish and implement a cost control system
  • review payment applications of the Contractor and the Engineer and make recommendations to the Employer
  • review site instructions and evaluation of variations
  • review final inspection reports and handing over certificates
  • perform interpretation of contract documents and advise the Employer on contractual obligations and procedures
  • establish project close out requirements and procedures
