Turkey is highly vulnerable to natural disasters, particularly earthquakes. Within the nation’s high-risk context, Istanbul is most vulnerable because of its seismic-prone location on the North Anatolian Fault, and its high population and commercial/industrial densities. In order to improve the city of Istanbul’s readiness for a potential earthquake through enhancing the institutional and technical capacity for disaster management and emergency response, strengthening critical public facilities for earthquake resistance, and supporting measures for better enforcement of building codes and land use plans, Istanbul Seismic Risk Mitigation and Emergency Preparedness Project had been developed by the Turkish Government.

The purpose of project is to demolish existing 45 public buildings to reconstruct new ones since existing buildings were found economically infeasible to retrofit and they do not functionally satisfy required demands of related Authorities.

The Project consists of design, construction supervision and defects liability services for the mentioned 45 public buildings.

The project was funded by: The International Bank for Reconstruction and Development, European Investment Bank, Council of Europe Development Bank, Islamic Development Bank.

Scope of works:

Projacs in JV with Optimal Proje Yönetimi and Dome Dogal Mekan Mimarlık provided the following services:

Phase 1:

   1.  Preparation of designs
  • 45 unique designs for the buildings
  • Consideration of the existing campuses and buildings connections
  • Data collection, including geotechnical investigation
  • Concept design stage and programming: site layout, interior space layout, exterior elevations, principal construction drawings, cost estimation, utility services, site visit report, landscaping
  • Preliminary Design Stage
  • Final Designs and systems / detailed drawing stage

   2.  Preparation of tender documents for works contracts
   3.  Tender evaluation / contract (construction contract) signing stage
