Milaha, a Qatar-based maritime and logistics conglomerate has invested in developing their site located in the Wadi Aba Seleel area nearby to the Industrial City in Doha, into a world class Logistics City. The development, will serve both Milaha’s own needs and as well as provide build-to-suit commercial warehousing of a highest standards.

The facilities provide a temperature-controlled storage areas (frozen, chilled) of 22m height, allowing more efficient storing solutions. They are green certified: QSAS by GORD.

Three warehouses of total area of approx. 72,000 sqm are already constructed and operational, whilst the rest of the land is under design and development, aiming to include:

  • Office buildings for operation
  • Labor accommodation
  • Truck terminal for 250 trucks
  • Fuel station and workshop
  • Central warehouse / archives
  • Lubricant, chemical stores and office area
  • Halul Offshore – workshop for construction
  • Halul Offshore – workshop for diving equipment
  • Halul Offshore – warehouse

Scope of works:

Projacs was awarded with the PMC services during the 5 stages:

1.   Pre-Design Phase
  • Assist the Client in the selection of design consultants
  • Manage the design services tender
2.   Design Phase
  • Manage and coordinate the overall design program
  • Review quality and progress of drawings
  • Provide design progress reports
  • Implement cost control system
  • Implement value engineering design process
  • Agent interface
3.   Tender Phase
  • Evaluate the changes in the project requirements
  • Construction logistics / strategy
  • Advice on procurement strategy
  • Develop agreements and contracts
4.   Construction Phase
  • Ensure project delivery on time
  • Project management for the whole of the works from construction contract through final handover
  • Monitor the lead consultant
  • Ensure all submittals, approvals, inspections, information requests are dealt with in a timely manner
  • Monitor and recommend the nomination of contractors and suppliers
  • Prepare and issue a schedule of pre-construction activities
  • Review detailed works program
  • Establish management reporting systems
  • Ensure the implementation of an appropriate safety system
5.   Post-Construction Phase
  • Prepare program for hand over
  • Co-ordinate with design consultants in preparing the list of all defects
  • Establish a fully computerized and integrated project management / contract administration system
  • Record the performance testing and commissioning of all plants and equipment
  • In coordination with design consultant maintain a register of all contractor notices and claim notifications
  • Manage the project completion and handover process
  • Monitor, check and review the operational and maintenance manuals
  • Provide a final accounting of the project funds
